New SABER and CST Compliance Rules: A Fresh Path for Communication & IT Devices

The Kingdom of Saudi Arabia has instituted a comprehensive revision of its regulatory framework for product conformity in the communications and information technology sector. On August 16, 2024, the Communications, Space & Technology Commission (CST) and the Saudi Standards, Metrology, and Quality Organization (SASO) jointly released the Technical Regulation for Communications and Information Technology Devices, signaling a pivotal transition from the CST platform to the SABER system managed by SASO. This update aligns with Saudi Arabia’s World Trade Organization (WTO) commitments and aims to enhance efficiency, transparency, and ease of compliance for companies operating in the region.

Key Highlights

1. Migration to the SABER Platform

ü Centralized Compliance: Communication and IT device conformity assessments now shift from the CST to the SABER platform, bringing together a network of over 60 accredited Conformity Assessment Bodies (CABs) for a seamless experience.

ü Simplified Certification: Manufacturers and distributors register on SABER to secure Product Conformity Certificates (PCoC) and Shipment Conformity Certificates (SCoC), consolidating the entire compliance journey under one digital roof.

ü Enhanced Oversight: With SABER at the helm, authorities promise greater consistency and faster approvals, boosting confidence in the Saudi market’s commitment to quality and safety.

2. Two Distinct Compliance Tracks

Consumer Products: Geared toward items such as mobile phones, Wi-Fi routers, smart home devices, and communication-enabled tablets or laptops. These products must meet strict safety benchmarks and display compliance labels before hitting store shelves.

Non-Consumer Products: Designed for industrial communication equipment, network infrastructure solutions, and specialized IT hardware. This track tackles more complex business and governmental needs, tailoring its guidelines to high-level, professional applications.
